An additional two individuals are now in custody related to a theft at Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to police.

A 24-year-old man, was taken into custody in the Lambeth area for suspected theft and assault and a 23-year-old woman was arrested for suspected conspiring to commit a robbery. They both are still being held, the force said.

These detentions follow an investigation into an assault at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Prior to the incident, a pair of female travelers had stolen from them their suitcases after getting out of a car park lift.

A three-year-old girl was one of the injured during the incident. A total of five individuals were taken to the hospital for treatment and have since been discharged.

Police arrested a 31-year-old man for suspected theft and assault near the scene. He was subsequently released pending further inquiries while inquiries continue.

Police were alerted at approximately 8:10 in the morning GMT after reports came in regarding a number of individuals injured by an irritating chemical believed to be pepper spray.

The assault - an event that police said was isolated and not being treated as terrorism - resulted in train delays and the temporary shutdown of the Central Terminal Area tunnel and the T3 car park for a short time.
